In the aftermath of the violent earthquake that struck the city of L’Aquila in 2009, the extremely severe damage to the built-up area led to the evacuation of 65,000 people and necessitated the emergency construction of safe housing for the evacuees. The C.A.S.E. project responded to the emergency, in just a few months, with the construction of 185 earthquake-resistant plates and as many residential buildings, providing housing for 4,500 people.
The plates are spread over 19 areas in the city and accommodate 16 types of buildings in different states of preservation and occupancy.
More than 10 years after the earthquake, the downsizing of the housing emergency and the comparative analysis of the state of deterioration of individual buildings impose a systemic redevelopment intervention of the C.A.S.E. project areas, aimed at addressing the changing needs of an evolving urban community.
Following the reconnaissance of the current consistencies, the intervention masterplan proposes the identification of 14 areas on which to focus strategic objectives and actions, which include the selective demolition and replacement of the most degraded buildings, widespread infrastructural interventions, and landscape enhancement of the areas.
The project aims to accommodate two basic instances: the redevelopment of degraded areas and buildings, and the formation of the Universal Civil Service headquarters within the areas of intervention.
The analysis of the state of preservation and occupancy of the areas, the screening of spatial connections, and the study of the types and durability they have demonstrated over the years, are preparatory steps to the definition of an intervention strategy that brings these complementary instances together.
